Greenhouse Gas Measurements Program
The National Institute of Standards and Technology (NIST) is “a science, engineering, technology, and measurement laboratory” housed in the Department of Commerce, and charged with developing, setting, and maintaining standards and measurement systems to support governance, regulation, scientific research, and industrial and commercial activities. (15 U.S.C. 272(a),(b)). NIST was established by Congress in its current form in 1988 (Pub.L. 100-235, § 3(1), Jan. 8, 1988), although a similar office has existed, in various forms, throughout the entire history of the United States federal government. NIST develops advanced measurement tools that support innovative approaches to monitoring and managing greenhouse gas emissions.
This section does not fully compile all of the publications of NIST’s Greenhouse Gas Measurement Program, which is not primarily a regulatory activity. Instead, this section notes significant milestones and summary reports.
