The CLCPA tasks the Climate Action Council with preparing a scoping plan and prepare a report on barriers and opportunities for access to or community ownership of certain mitigation and adaptation services and commodities in disadvantaged communities. DEC must then amend the scoping plan in accordance witht that report's recommendations.
Statutory language:
CLCPA §6(3): "The department of environmental conservation shall amend the scoping plan for statewide greenhouse gas emissions reductions in accordance with the recommendations included in the report."
