Senate Republican Introduces Joint Resolution to Disapprove EPA Rule on Methane Emissions

On February 4, 2025, Senator Hoeven (R-ND) introduced S.J. Res. 12, a joint resolution of disapproval under the Congressional Review Act, in the Senate. If the resolution passes both chambers of Congress, it would void EPA's final rule on methane waste emissions, which it issued pursuant to section 60113 of the Inflation Reduction Act (IRA). 89 Fed. Reg. 91,094 (Nov. 18, 2024). The IRA requires EPA to address methane emissions from the oil and gas sector by assessing a charge on certain large emitters of waste exceeding emissions intensity levels set by Congress.

A parallel joint resolution, H.J. Res. 35, was introduced in the House on February 4, 2025.
