Report on feasibility of renewable energy laboratory

Section 1. (a) The New York state energy research and development authority shall prepare a report on the feasibility, costs and benefits of establishing a renewable energy laboratory. The report, at a minimum, will: (i) examine the most effective methods to develop partnerships with businesses and educational institutions such as CUNY and SUNY campuses to support the creation of a renewable energy laboratory to encourage ongoing linkages between training, research, development, demonstration and technology transfer resources; (ii) determine whether such a laboratory would facilitate the development of renewable energy and energy efficiency technologies and practices, advanced related science and engineering, create jobs, promote economic development and manufacturing, and transfer knowledge and innovations, including advancements in renewable energy systems as defined in section 66–p of the public service law, smart grids and battery storage; (iii) consider how a renewable energy laboratory may achieve the goal of involving minority students, scientists, engineers and minority and women owned business enterprises in its programs.

(b) The authority shall submit the final report to the governor, the temporary president of the senate and the speaker of the assembly within one year of the effective date of this act.
