On January 20, 2025, President Trump issued a memorandum, entitled "Temporary Withdrawal of All Areas on the Outer Continental Shelf from Offshore Wind Leasing and Review of the Federal Government’s Leasing and Permitting Practices for Wind Projects," in coordination with three other executive orders which, together, articulate the administration’s energy policy. The general thrust of the four orders is to encourage the rapid development of fossil fuel resources and all associated infrastructure, and remove any regulatory obstacles; to reverse federal actions on climate change and energy efficiency; and to prevent wind farms from being built on federal lands and waters.
In "Temporary Withdrawal of All Areas on the Outer Continental Shelf from Offshore Wind Leasing and Review of the Federal Government’s Leasing and Permitting Practices for Wind Projects," President Trump orders relevant agencies to stop leasing federal waters for offshore wind and issue no new or renewed approvals, rights of way, or loans for onshore or offshore wind projects without a “comprehensive assessment and review of Federal wind leasing and permitting practices.” This assessment must “consider the environmental impact of onshore and offshore wind projects upon wildlife, including, but limited to, birds and marine mammals.”
