- Summary:
- Starting July 1, 2024, every two years the PSC will issue a comprehensive review of the renewable energy program, including determining progress in meeting targets, systems distribution, and funding commitments and expenditures.

- OVERDUE: DPS and NYSERDA have published a Draft Clean Energy Standard Biennial Review to inform the PSC's review.
- Statute:
- CLCPA § 4 adds new Public Service Law § 66-p(3).
The CLCPA amends the Public Service Law by adding a new section 66-P that requires the PSC to establish a renewable energy program, and to issue a comprehensive review of that program every two years.
Statutory Language:
CLCPA § 66-P(3): "No later than July 1, 2024 and every two years thereafter, the commission shall, after notice and provision for the opportunity to comment, issue a comprehensive review of the program established pursuant to this section.
The commission shall determine, among other matters:
(a) progress in meeting the overall targets for deployment of renewable energy systems and zero emission sources, including factors that will or are likely to frustrate progress toward the targets;
(b) distribution of systems by size and load zone; and
(c) annual funding commitments and expenditures."
