Ensure 70% renewable energy by 2030 and zero emissions by 2040.
- Date Due:
- 06/30/2021
- Responsible Entity:
- PSC
- Action:
- Ensure 70% renewable energy by 2030 and zero emissions by 2040.
- Summary:
- The PSC must establish a program to ensure that by 2030 at least 70% of the state's electricity is produced by renewable energy sources and is zero-emission by 2040.
- Status:
- PENDING: on May 18, 2020, the PSC issued a white paper proposing to implement key provisions in the CLCPA related to securing 70 percent renewable energy by 2030, and on October 15 the PSC issued an order adopting the white paper's recommendations. The PSC has created programs that facilitate deployment of distributed energy resources (DER), energy storage, building electrification, energy efficiency, demand response programs, and electric vehicles (EV). New York's Clean Energy Standard Biennial Review provides insight into the state's status in meeting the 70% goal.
- Statute:
- CLCPA § 4 adds new Public Service Law §66-p(2)(a).
The CLCPA amends the Public Service Law by adding a new section 66-P, which requires the Public Service Commission to establish a renewable energy program, including ensuring that by 2030 at least 70% of the state's electricity is produced by renewable energy sources and is zero-emission by 2040.
CLCPA § 66-P (2): "No later than June 30th, 2021 the commission shall establish a program to require that:
(a) a minimum of seventy percent of the state wide electric generation secured by jurisdictional load serving entities to meet the electrical energy requirements of all end-use customers in New York state in 2030 shall be generated by renewable energy systems;"
