On May 4, 2017, the Department of Energy (DOE)'s Chief of Staff issued a memorandum indicating that funding opportunity announcements and certain other grant programs would be reviewed to ensure consistency with the Trump administration's priorities. An investigation by the Government Accountability Office found that the review process delayed the issuance of grants, including by DOE's Advanced Energy Research Projects Agency-Energy (ARPA-E), leading to "uncertianty for ARPA-E selectees" and "delayed project timelines and staffing difficulties, among other things."
