Green Trade Strategy
CBP is charged with facilitating legitimate trade while keeping the American public safe. In executing its trade mission, CBP is responsible for ensuring that cross-border trade complies with U.S. trade laws and promotes fair, secure, and safe competition. In October 2021, the U.S. Department of Homeland Security (DHS) released its Strategic Framework for Addressing Climate Change. in response to Section 211 of President Biden’s Executive Order 14008 (Tackling the Climate Crisis at Home and Abroad). In response to DHS’s framework, and in particular DHS’s strategic plan to “Incorporate Foresight and Climate Science into Strategy, Policy, Programs, and Budgets” and “Invest in a Sustainable and Resilient DHS,” CPB issued CBP’s Green Trade Strategy on June 28, 2022.
On June 28, 2022, CPB published its Green Trade Strategy, which governs the agency’s efforts to combat climate change in the context of the trade mission and provides a framework to incentivize green trade, strengthen CBP’s environmental enforcement posture, accelerate green innovation, and improve climate resilience and resource efficiency.

Policy Document - Green Trade Strategy
On June 28, 2022, CPB issued its Green Trade Strategy. CPB’s Green Trade Strategy identifies four strategic goals tailored to addressing climate change in the context of the trade mission. These goals are to:
- Incentivize Green Trade,
- Strengthen Environmental Enforcement,
- Accelerate Green Innovation, and
- Improve Climate Resilience and Resource Efficiency.
For each goal, the Green Trade Strategy identifies desired outcomes, and opportunities to achieve that those outcomes using CPB’s authority.
