On November 2, 2022, the Advisory Council on Historic Preservation (ACHP) approved an exemption that will relieve federal agencies from the historic preservation review requirements under the National Historic Preservation Act (NHPA) regarding the effects of the installation of certain electric vehicle chargers in the parking facilities of historic properties.
ACHP is an independent federal agency established under the NHPA that promotes the preservation, enhancement, and productive use of our nation's historic resources, and advises the President and Congress on national historic preservation policy.
ACHP's decision, which entered into effect on October 26, 2022, will reduce the administrative barriers to installing electric vehicle chargers in parking facilities at federal historic properties. In approving this blanket exemption, which is subject to six conditions dictating the placement of chargers, the ACHP concluded that the installation of EV chargers is likely to have a minimal or "not adverse" impact on the historic properties.
