Low Income Home Energy Assistance Program (LIHEAP)

The legislative authority for the Low Income Home Energy Assistance Program (LIHEAP) is the Low-Income Home Energy Assistance Act of 1981, in Title XXVI of the Omnibus Budget Reconciliation Act of 1981 (Public Law 97-35, codified as amended at 42 U.S.C. 8621-8630. It authorizes the Secretary of Health and Human Services to make grants to states to assist households to meet the costs of home energy.

On July 19, 2022, the Administration for Children and Families published an information memorandum pertaining to the Low Income Home Energy Assistance Program (LIHEAP). The memorandum explains how LIHEAP grant recipients can respond to worsening extreme heat, including by preventing electricity shut offs, distributing air conditioning units, and establishing cooling centers.
