Climate Governance under the London Convention and Protocol Webinar

Parties to the 1972 Convention on the Prevention of Marine Pollution by Dumping of Wastes
and Other Matter (London Convention) and the 1996 Protocol to the Convention (London
Protocol)—two international treaties that aim to protect to the marine environment from human
activities—are set to meet in the last week of October 2025. High on the agenda is the
governance of marine geoengineering activities, including marine carbon dioxide removal
(mCDR) approaches. In advance of that meeting, the Sabin Center for Climate Change Law will
host a webinar exploring governance of marine carbon dioxide removal (mCDR) and other
climate related activities under the London Convention and Protocol.


The webinar will first present an overview of the London Convention and Protocol and the
relevance of the treaties to climate governance. Second, we will present on the history of activity
under the treaties, including a focus on sub-seabed sequestration of carbon dioxide, marine
geoengineering, and mCDR. Third, a panel will discuss pathways forward on the future of
climate governance under the treaties. This will include a discussion of developments in
international law, like advisory opinions on climate change by the International Court of Justice
and the International Tribunal for the Law of the Sea, and scientific and policy developments in
mCDR.
