HHS Proposes to Eliminate Decarbonization and Resilience Initiative

A 2024 HHS rule had established the Decarbonization and Resilience Initiative (DRI), designed to address threats posed by climate change to the nation's health and health-care system, by collecting, monitoring, and assessing hospital carbon emissions and their effects on health outcomes, costs, and quality. The DRI includes two primary elements of emissions reporting by hospital systems, and technical assistance on reducing these emissions. While acknowledging that the DRI was a voluntary initiative, HHS now proposes eliminating the DRI, to “reduce … reporting burden and reduce administrative costs ... as much as possible, and because we recognize [the DRI] does not align with the Administration's priorities.”
