FHWA Proposes to Rescind Greenhouse Gas Reporting Requirements for State and Regional Highway Planners

The Federal Highway Administration (FHWA) has published a notice of proposed rulemaking in which it is proposing to repeal requirements for tracking and reporting greenhouse gas (GHG) emissions from the national highway system. The GHG measure, one component of a FHWA rule finalized on January 18, 2017,  would require state transportation departments and metropolitan planning organizations to track changes in tailpipe CO2 emissions on the NHS, set emission reduction targets, and submit performance reports.

FHWA has stated that it is proposing to repeal this measure because it was “created to advance a policy preference of the prior Administration.”

Comments on the proposal are due November 6, 2017.
