- EXECUTED: On December 28, 2022, NYSERDA and the New York State Department of Public Service (DPS) filed New York’s 6 GW Energy Storage Roadmap to the Public Service Commission (PSC) for consideration. The PSC, as lead agency, accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed Roadmap on September 14, 2023. On April 1, 2024, DPS filed its 2024 Annual Storage Report. Governor Hochul approved the Roadmap on June 20, 2024. The PSC has an ongoing proceeding, In the Matter of Energy Storage Deployment Program, case 18-E-0130.

- CLCPA § 4 adds new Public Service Law § 66-p(5)
The CLCPA amends the Public Service Law by adding a new section 66-P that requires the PSC to establish a renewable energy program, which includes the development of three gigawatts of statewide energy storage capacity by 2030.
Statutory Language:
CLCPA § 66-P(5): "No later than July 1, 2024 the commission shall establish programs to require the procurement by the state's load serving entities of at least nine gigawatts of offshore wind electricity generation by 2035 and six gigawatts of photovoltaic solar generation by 2025 and to support three gigawatts of statewide energy storage capacity by 2030. "
