On June 3, 2025, the Department of the Interior published a proposed rule to rescind its previously issued final rule, “Management and Protection of the National Petroleum Reserve in Alaska,” published on May 7, 2024. The final rule to be rescinded imposed additional procedural requirements for parties seeking oil and gas exploration and development in the National Petroleum Reserve in Alaska.
In an agency announcement, Interior stated that it conducted a "thorough legal and policy review" of the former rule and concluded that it "exceeds the agency’s statutory authority under the Naval Petroleum Reserves Production Act of 1976, conflicts with the Act’s purpose, and imposes unnecessary barriers to responsible energy development in the National Petroleum Reserve in Alaska."
