On April 3, 2026, the Department of the Interior announced plans to unify the Bureau of Ocean Energy Management and Bureau of Safety and Environmental Enforcement into a new agency, the Marine Minerals Administration, in part to streamline oversight of offshore energy development. The BOEM and BSEE were established following the dissolution of the Minerals Management Service in 2010, in part because of of conflicts of interest between their missions and poor regulatory oversight during the Deepwater Horizon oil spill.
