The Biden administration has announced aggressive plans to decarbonize the power sector, and to ramp up offshore wind, by 2030. This panel will look at the history of offshore wind law, policy, and permitting to see what conflicts have arisen and what lessons can be learned, and will look forward to imagine future frameworks for siting and permitting offshore wind facilities at the scale needed to meet this critical moment.
