On July 3, 2025, the U.S. Department of Agriculture (USDA) published an interim final rule, modifying and removing previous regulations to implement the National Environmental Policy Act (NEPA). The agency cited the following three reasons for taking this action: the Council of Environmental Quality's rescission of its NEPA regulations, the Fiscal Responsibility Act of 2023, and the Supreme Court's recent decision in Seven County Infrastructure Coalition v. Eagle County, Colorado.
