USDA Cancels Partnerships for Climate-Smart Commodities

On April 14, 2025, USDA announced that it is cancelling the Partnerships for Climate-Smart Commodities (PCSC), citing “sky-high administration fees” as reason to terminate Biden-era partnerships.

USDA has “reformed” the PCSC to create the Advancing Markets for Producers initiative to align with the Trump administration’ priorities. The USDA stated that it will review existing grant agreements based on three policy priorities: “A minimum of 65% of federal funds must go to producers; Grant recipients must have enrolled at least one producer as of 12/31/2024; and Grant recipients must have made a payment to at least one producer as of 12/31/2024.” USDA claims it will honor eligible expenses incurred before April 13. It is unclear whether existing partners meeting the new policy priorities can continue to access their grants.
