Transportation Secretary Revokes Climate Adaptation Policy and Directs Agencies to Begin Rescinding Rules

On January 29, 2025 the Secretary of Transportation issued a memorandum revoking the Department's 2023 Climate Change Adaptation and Resilience Policy for DOT Operational Assets and directing the Department and its agencies to report on agency rules and regulations implicated by President Trump's executive orders, including Unleashing American Energy. The memorandum calls for all Transportation Department agencies to, within ten days of completing their reports, "initiate all lawful actions necessary to rescind, cancel, revoke, and terminate all DOT orders, directives, rules, regulations, notices, guidance documents, funding agreements, programs, policy statements, or portions thereof, which are subject to the relevant executive orders and which are not required by clear and express statutory language."
