On March 15, 2025, President Trump signed a joint resolution disapproving, under the Congressional Review Act, a Bureau of Ocean Energy Management rule entitled “Protection of Marine Archeological Resources.” The rule required oil and gas lessees proposing to develop areas not previously surveyed on the outer continental shelf to submit a marine archaeological report to the Bureau. In an announcement describing the rule and the resolution cancelling it, the Department of Interior noted that the rule’s requirement had imposed compliance costs on energy producers.
