On April 9, 2025, President Trump issued an executive order, entitled "Zero-Based Regulatory Budgeting to Unleash American Energy," to de-regulate the energy sector. The order directs all agencies that have issued regulations affecting energy to adopt a "sunset rule." The sunset rule must contain a "conditional sunset date" that purports to make all "covered regulations" (i.e., all energy-related regulations) ineffective on the sunset date, no later than September 30, 2026.
