President Trump Revokes Biden Memorandum to Restore Native Fish Populations

On June 12, 2025, President Trump issued a presidential memorandum, entitled "Stopping Radical Environmentalism to Generate Power for the Columbia River Basin." The memorandum revokes a former presidential memorandum issued in 2023 by President Biden. President Biden's memorandum directed federal agencies to take steps to restore salmon, steelhead, and other native fish populations in the Columbia River Basin, in part to fulfill the federal government's duties under treaties with tribal nations.

President Trump's memorandum criticizes the previous memorandum for "misplaced concerns about climate change above the Nation’s interests in reliable energy resources and the needs of American citizens." President Trump's memorandum directs federal agencies to cease implementation of the original memorandum.
