On March 20, 2025, President Trump issued Executive Order 14241, entitled “Immediate Measures to Increase American Mineral Production,” with the purpose of immediately expanding domestic mineral production despite “overbearing Federal regulation.” To facilitate the acceleration of private and public capital investment, the Order waives certain requirements under the Defense Production Act pursuant to the national energy emergency previously declared by President Trump, and delegates authority to the Secretary of Defense to advance domestic mineral production.
