President Trump Issues Proclamation Finding Wind Turbine Imports a National Security Threat

On October 22, 2026, President Trump issued a Proclamation finding that “wind turbines and their components and subcomponents are being imported into the United States under such circumstances as to threaten to impair the national security of the United States.” This finding was made based on the Secretary of Commerce’s conclusion that wind energy is unreliable, “burdensome” on the US electric grid, and poses a cybersecurity risk to the United States.

President Trump directed the Department of Commerce to enter into negotiations to adjust importations and reduce the “national security threat,” which will have a negative impact on the development of wind energy in the United States, reducing the capacity to transition to a renewable energy supply. The Proclamation was published on the Federal Register on October 28, 2026. 91 Fed. Reg. 68001.
