On March 13, 2026, President Trump signed an executive order "Removing Regulatory Barriers to Affordable Home Construction." Among other directives, the EO directs the Secretaries of Agriculture, Housing and Urban Development, and Energy, and the Director of FHFA, to "take appropriate action to reform and, where appropriate, eliminate unduly burdensome or costly energy-efficiency, water-use, or alternative-energy requirements regarding housing[.]" The Council on Environmental Quality is also directed to provide guidance on NEPA to reduce burdens on housing via categorical exclusions. 91 Fed.
