On January 24, 2025, President Trump issued Executive Order 14180, establishing a council to carry out a “full-scale review” of the Federal Emergency Management Agency (FEMA) to ensure it can provide “immediate, effective, and impartial response to and recovery from disasters.” President Trump identifies “serious concerns of political bias” as one reason for this review. FEMA’s disaster recovery work, which is critical as climate change brings about increased extreme weather events, could be affected by this review.
