On April 15, 2025, President Trump issued a presidential memorandum directing agencies to maximize use of technology to facilitate environmental review and permitting processes. Specifically, the memorandum requires the CEQ to issue a Permitting Technology Action Plan "for modernizing the technology used for Federal permitting and environmental review processes for infrastructure projects." The action plan is to address software updates, case management systems, interagency data management and review systems, and more. The memorandum also requires the CEQ to launch a Permitting Innovation Center to "design and test prototype tools that could be implemented pursuant to the Permitting Technology Action Plan for NEPA reviews and other environmental permits and authorizations."
