Wednesday, February 10, 2021 from 4-5:30 pm, make plans to attend Climate Mobilization Act: Financing and Offsetting the New Emissions Limitations Requirements.

Sponsored by the New York City Bar's Real Property Law, Energy and Environment Law Committees, this CLE program will explain:

  • New compliance obligations and upcoming deadlines
  • Adjustments to emissions caps and logistics to obtain energy credits/carbon offsets
  • PACE financing for capital improvements needed for compliance
  • Guidance on commercial lease provisions and strategies for co-ops and condominiums

An experienced, multi-disciplinary panel will distinguish the CMA from other local law requirements on energy use and reporting and explain how to pursue adjustments and offsets to emissions requirements. The panel will discuss design/engineering considerations and reveal how owners can obtain financing for compliance through the property assessed clean energy (PACE) program.

The Carbon Sequestration Subgroup of the New York State Climate Action Council Land Use and Local Government Advisory Panel has invited two scientists to share their research in a learning session on Friday, February 5, 2:00 p.m. - 3:00 p.m. ET.

Dr. Andrew Reinmann and Dr. Susan Cook-Patton will present some of their individual research and recommendations on forests and trees as climate mitigation strategies. After each researcher gives a 20-minutes presentation, there will be Q&A and a working discussion by the panel, subgroup, and presenters.

More About The Presenters
Dr. Andrew Reinmann will share his research findings on the potential of trees in residential areas to boost carbon uptake and how land-use and fragmentation can impact growth rates and sensitivity of trees and forests to climate change. Dr. Reinmann is an ecologist and biogeochemist with research interests in the terrestrial carbon cycle. He is an Assistant Professor at the CUNY Advanced Science Research Center and Hunter College.

Dr. Susan Cook-Patton will describe her recent paper, “Lower cost and more feasible options to restore forest cover in the contiguous United States for climate mitigation [cell.com]” and the associated “evolving tool” based on the research, the Reforestation Hub (reforestationhub.org). Dr. Cook-Patton is a Senior Forest Restoration Specialist on the Natural Climate Solutions Science Team at The Nature Conservancy. She works to quantify the climate mitigation potential of reforestation and other natural climate solutions and infuse the best-available science into policy decisions.

New York State Energy Research and Development Authority

On February 4, 2021 at 3:00 p.m. ET, the Energy Efficiency and Housing Advisory Panel of the New York State Climate Action Council will host a public input session. The session will be approximately two hours and provide an overview of the preliminary draft recommendations the panel is developing to provide to the Climate Action Council for consideration as it develops a Scoping Plan to achieve New York’s ambitious greenhouse gas reduction targets.

The public will have an opportunity to provide input during the session. Those who wish to provide comments during the session are encouraged to sign up in advance, though advanced registration is not required. Sign up to speak and comment during the session.

The Single Family and Multi Family Housing subgroups of the Energy Efficiency and Housing Advisory Panel to the Climate Action Council have scheduled Roundtable discussions for November 10th and 12th to seek input and better inform the subgroups as they develop recommendations on how to meet New York's goals of a 40% reduction of CO2e emissions by 2030 and 85% by 2050.

The subgroups have invited approximately 20 panelists to each of the Roundtables, which will be open to the public.

Focused Learning and Conversation Opportunities – Friday, October 30, 2020

Interactive Virtual Poverty Simulation

Put yourself in ALICE’s shoes – an Asset Limited, Income Constrained, Employed New Yorker. The United Way of the Greater Capital Region will facilitate an interactive virtual poverty simulation exercise that shows how one extra bill, one unexpected cost, or one unforeseen circumstance can lead a household to poverty. The session will include a review of the latest New York State ALICE data. Attorney Training – Continuing Legal Education

Presenters: Richard Berkley, Public Utility Law Project of New York; Alex Karman, NYS Department of Public Service; Alicia Sullivan, NYS Department of Public Service

The Public Utility Law Project of New York and the New York State Department of Public Service are partnering to provide continuing legal education training as a part of the LIFE 2020 Virtual Event. The training instructs attorneys on the law of "Shared Meter" in New York and the Complaints/Appellate Practice in front of the New York State Public Service Commission.

The training is free to attend with your LIFE 2020 Virtual Event registration. Please note, advance registration for the event is required. Continuing Legal Education accreditation for this session is pending (2 credits). The goals of the training for the attending attorneys are to:

  • Recognize a shared meter situation when it occurs, and to know how to avail their clients of the process and remedies to get the situation corrected and any refunds;
  • Learn the intricacies of the Public Service Commission's two-tier initial complaint process, and to learn how to seek effective appellate relief after unfavorable decisions in the initial complaint process.

What: The New York State Department of Environmental Conservation’s (DEC) 13-member Climate Justice Working Group, established under the Climate Leadership and Community Protection Act (CLCPA), will hold its second meeting. The Climate Justice Working Group is tasked with establishing criteria for identifying disadvantaged communities for the purposes of co-pollutant reductions, greenhouse gas emissions reductions, regulatory impact statements, and the allocation of investments pursuant to the CLCPA.

Consistent with Executive Orders issued by Governor Cuomo and in keeping with measures designed to limit the spread of COVID-19, the meeting will be conducted by teleconference. Members of the public are welcome to listen to the meeting via webcast.
