On July 10, 2025, Representative Troy Downing (R-MT) introduced H.J. Res. 104, a joint resolution of disapproval under the Congressional Review Act, in the House. If the resolution passes both chambers of Congress, it would void the Bureau of Land Management's final decision, "Miles City Field Office Record of Decision and Approved Resource Management Plan Amendment” (Nov. 20, 2024), in Montana. The decision made no acres in the covered area available for coal leasing.
