On July 3, 2025, the Federal Highway Administration (FHWA), Federal Railroad Administration (FRA), and Federal Transit Administration (FTA) published an Interim Final Rule in the Federal Register regarding modifications to its NEPA obligations. The agencies cited consistency with the recent removal of regulations issued by the Council on Environmental Quality (CEQ), and amendments to NEPA under the following statutes:
- Building United States Infrastructure through Limited Delays and Efficient Reviews (BUILDER) Act of 2023
- Infrastructure Investment and Jobs Act of 2021
