FERC Seeks Information on Blanket Certificate Regulations for Natural Gas Pipelines

FERC sought information on how to revise blanket certificate regulations for interstate natural gas pipelines constructed without a case-specific authorization order. Interstate pipelines that hold a certificate of public convenience and necessity pursuant to the Natural Gas Act may obtain a blanket certificate under the Commission’s regulations Part 157, Subpart F to undertake, without a case-specific authorization order, certain activities automatically and certain other activities after prior notice. FERC stated that it seeks this information “to ensure that routine and relatively minor infrastructure projects can continue to be developed in a timely manner to ensure energy reliability, affordability, and resource adequacy.”
