On October 27, 2026, EPA released MOVES6, the latest version of its MOtor Vehicle Emission Simulator, which state and local governments use to estimate motor vehicle emissions for State Implementation Plan (SIP) development and transportation conformity determinations. The updated model incorporates the Trump administration's February 2026 repeal of federal GHG emissions standards for light-, medium-, and heavy-duty vehicles, congressional disapproval of California's Advanced Clean Trucks waiver, and reductions in federal incentives for electric vehicles (EV) and EV charging infrastructure.
As a result, MOVES6 reduces projected EV adoption rates compared to previous versions of the model, due to the elimination of federal vehicle emissions requirements and reduced support for electrification. EPA made MOVES6 immediately available for SIP development and established a two-year transition period, ending October 27, 2028, before the model becomes mandatory for new transportation conformity analyses outside California. 91 Fed.
