On March 28, 2022, the Environmental Protection Agency (EPA) published a proposed rule to establish new requirements for Facility Response Plans (FRPs) for worst case discharges of hazardous substances from onshore non-transportation related facilities that, because of their location, could reasonably be expected to cause substantial harm to the environment by discharging into or on the navigable waters, adjoining shorelines, or exclusive economic zone.
