EPA proposed to reclassify abandoned scrap tires as a non-waste fuel under the Non-Hazardous Secondary Materials (NHSM) regulations, when combusted in cement kilns. The proposal would eliminate existing processing requirements, allowing whole or minimally processed tires to be burned. EPA justified this action as a way to accelerate the cleanup of abandoned tires.
