EPA issued further decisions on Small Refinery Exemption petitions, which sought exemption from the Renewable Fuels Standard obligations for compliance years 2021-2024. EPA reviewed 16 petitions from eight small refineries, granting full exemptions for two petitions, partial for 12, and denying two. This decision follows EPA’s earlier decision in August 2025, which addressed 175 petitions from 38 refineries.
