DOT Withdraws Proposed Carbon Dioxide Pipeline Safety Rules

The Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has withdrawn its proposed rule on carbon dioxide pipeline safety requirements. The proposal was initially released by PHMSA on January 10, 2025 and was still on public inspection when President Trump was inaugurated. The proposed rule was never published in the Federal Register, and news sources report that it was withdrawn by PHMSA pursuant to President Trump’s January 20, 2025 memorandum, which instructed agencies to withdraw and review any rule submitted to the Federal Register but not yet published.
