DOT announced that the Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking comment on a rulemaking proposal to revise regulations for liquified natural gas (LNG) facilities, fast-track new LNG infrastructure projects, expand domestic export capacity, and grow the small-scale LNG market. PHMSA also announced three additional priority areas for revising rules in order “to unleash American energy”: hazardous liquid and gas transmission pipeline repair criteria (PHMSA states that it will modernize pipeline repair requirements to improve safety and efficiency), pipeline class location change requirements (PHMSA claims it will safely account for population changes near existing natural gas pipelines), and modal safety advancements (PHMSA aims to complete a pending rulemaking to revise hazardous materials requirements for the transportation of petroleum-based fuels and other energy products, in order to “reduce compliance complexity and eliminate unnecessary burdens on shippers and motor carriers”).
