DOT’s Federal Transit Administration proposed withdrawing guidance from its Capital Investment Grants program. The guidance directs project sponsors to monetize changes in greenhouse gas emissions based on the mid-range estimate of the social cost of carbon from the Interagency Working Group Technical Support Document of February 2021. DOT’s rationale for this withdrawal cited Executive Order 14154 (“Unleashing American Energy”), which claims that the “calculation of the ‘social cost of carbon’ is marked by logical deficiencies, a poor basis in empirical science, politicization, and the absence of a foundation in legislation.”
