On August 1, 2025, the Department of the Interior's Bureau of Land Management (BLM) published a final rule amended its oil and gas leasing regulations to remove fees for submitting expressions of interest to lease public land for oil and gas drilling. The change was required by the recent reconciliation bill, the "One Big Beautiful Bill Act" (OBBBA). BLM made these amendments as a final rule and is not taking public comment.
