DOI Removes Fees for Expressions of Interest for Oil and Gas Leases

On August 1, 2025, the Department of the Interior's Bureau of Land Management (BLM) published a final rule amending its regulatory definitions of "eligible" and "available" lands for oil and gas drilling to conform with the definitions in the recent budget reconciliation bill, the "One Big Beautiful Bill Act" (OBBBA). BLM claims this change is necessary "to avoid any confusion on the part of the public about how these terms will be applied by the BLM in determining which lands it can lease." BLM made these amendments as a final rule and is not taking public comment.
