DOI Proposes Rule Modifying the Oil and Gas Leasing Rule

On June 22, 2026, the Department of the Interior announced a proposed rule to modify the Oil and Gas Leasing Rule. Among other things, the rule will reduce bond requirements from $500,000 to $25,000; shorten public participation time frames from 90 days to 10 days; and otherwise increase the pace at which leases are approved. These actions would result in increased fossil fuel production and subsequent greenhouse gas emissions. The proposed rule was published in the Federal Register. 91 Fed. Reg. 38084 (June 24, 2026).
