DOI Expedites Permitting Review for Offshore Mineral Program

On June 25, 2025, the Department of Interior (DOI) announced that offshore mineral leasing under the Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE) will not require issuing a formal request for information or joint task force with state or federal agencies. The department directed the BOEM to consolidate its environmental reviews to encompass all stages of permitting, from exploration to mining plans, into a single review. In addition, the DOI proposed shortening public comment periods and offering favorable lease terms for developers. These actions included lower minimum bids and waivers for rental fees.
