On November 20, 2025, the DOI announced a Secretary's Order, "Unleashing American Offshore Energy," which directs the Bureau of Ocean Energy Management to terminate the existing 2024-2029 National Outer Continental Shelf Oil and Gas Leasing Program and replace it with a new 11th Program. The proposal for the new 2026-2031 Program includes approximately 1.27 billion acres of potential offshore lease sales for oil and gas development.
The DOI published the proposed plan (90 Fed. Reg. 52996) on November 24, 2025, along with a request for public comment.
