On September 29, 2025, the Council on Environmental Quality (CEQ) released guidance for agencies to use when revising their NEPA implementing regulations, as required by President Trump's Executive Order, Unleashing American Energy. The guidance is intended to aid agencies as they "revise or establish their NEPA implementing procedures . . . to expedite permitting approvals and for consistency with NEPA."
