On April 9, 2026, the Council on Environmental Quality issued new guidance for Federal departments and agencies on how to establish, revise, adopt, and apply categorical exclusions under NEPA, in order to streamline the environmental review process. The new guidance rescinds and replaces guidance that was previously published on November 23, 2010.
